execution by proxy; subrogation
Legal and administrative term: when a public authority performs an obligation on behalf of a person who fails to do so, and then recovers the cost. Often used in contexts such as building demolition or waste removal.
If an order to remove an illegal building is not followed, the government may carry out execution by proxy.

The cost of subrogation is charged to the obligor.
