Judicial power belongs to the courts.
This case is outside the jurisdiction of Japanese courts.
行政権 is executive power, the authority to enforce laws, distinct from 司法権 which is the authority to adjudicate legal disputes.
Compound of 司法 (しほう, 'administration of justice') and 権 (けん, 'right, authority'). 司法 is itself a compound of 司 (つかさどる, 'to administer') and 法 (ほう, 'law').
