Jocular, archaic set phrase used to dismiss someone's meddling. Literally something like 'Thanks for your trouble, but have some tea and go away.' Not used in modern serious conversation.

• 「大おおきにお世せ話わ、お茶ちゃでも上あがれ」なんて、今いまどき言いう人ひとはいないよ。

  Nobody says 'Mind your own business, have some tea and be off' these days.
