扇あおぎ立たてる

Literally to fan something vigorously and continuously; figuratively to stir up or incite people or situations. The figurative use is less common and often replaced by 煽る (あおる) in modern Japanese.

• 暑あつくて、うちわで扇あおぎ立たてた。

  It was so hot that I fanned myself incessantly with a round fan.

• 彼かれは群ぐん衆しゅうを扇あおぎ立たてて暴ぼう動どうを起おこさせた。

  He agitated the crowd and caused a riot.
