A less common use of あおぐ meaning to stir people or feelings into action; the spelling 煽ぐ is the relevant one. In modern Japanese, 煽る（あおる） or 扇動する is often the more usual wording.

• 古ふるい文ぶん章しょうでは、「群ぐん衆しゅうを煽あおぐ」が「群ぐん衆しゅうを扇せん動どうする」の意い味みで使つかわれることがある。

  In older writing, 群衆を煽ぐ is sometimes used to mean inciting a crowd.
