A less common use of あおぐ meaning to stir people or feelings into action; the spelling 煽ぐ is the relevant one. In modern Japanese, 煽る（あおる） or 扇動する is often the more usual wording.
古い文章では、「群衆を煽ぐ」が「群衆を扇動する」の意味で使われることがある。
In older writing, 群衆を煽ぐ is sometimes used to mean inciting a crowd.
