Passive form of する. Often appears in suru-verbs such as 議論される, 改正される, and 延期される, meaning that the action is done to the subject.
この問題は何度も議論されている。
This issue has been discussed many times.
The meeting was suddenly postponed.
ichidan verb
Honorific form of する, used to respectfully describe the action of someone outside the speaker's in-group or someone of higher status. It can look identical to the passive, so context determines the meaning.
