A conjunction-like expression used to add another element, often paired with も or まで. Similar to だけでなく but slightly more formal or written.

許りでなく is essentially a more formal or written variant of ばかりか with the same 'not only' meaning.
Derived from the particle ばかり (extent/limit) combined with the negative form of だ (である), literally 'not limited to'.
