近こん流る

banishment to a nearby province; least severe banishment under ritsuryō

Historical term from the ritsuryō legal system. Refers to the mildest form of exile, where the offender was sent to a province relatively close to the capital. Compare with 中流 (ちゅうる, medium-distance exile) and 遠流 (おんる, distant exile).
