金具 is a broad term for any metal fitting or hardware, while 留め金 specifically means a clasp or latch used to fasten something shut.
器具 (a tool or apparatus) shares the kanji 具 with 金具 but refers to a whole device or instrument, not a small metal fitting.
Used because 金具 (small metal fittings/hardware) are counted as small individual pieces with 個.
