Literally stepping down from a vehicle or elevated place and standing on the ground. Often used in formal or literary descriptions.
駅に降り立つと、冷たい風が吹いていた。
When I stepped down at the station, a cold wind was blowing.

More general use for getting off a vehicle or stepping onto a platform. Slightly formal; in casual speech 降りる is more common.
バスを降り立つと、すぐに友達が見えた。
As soon as I got off the bus, I saw my friend.
