べくIn order to (formal purpose)
べく states that the following action is deliberately taken to achieve a particular goal. It is a compressed, elevated expression used mainly in formal writing, institutional statements, and serious narration.
How the sentence works
The verb before べく names the intended goal. The following clause then gives the action chosen as a means of reaching it. The relationship must be purposeful: someone decides to perform the later action because it can help achieve the earlier goal.
Institutional purpose
政府は地域医療を立て直すべく、専門家会議を設置した。
The government established an expert panel in order to rebuild regional medical services.
AnalyzeRebuilding regional medical services is the goal; establishing the panel is the deliberate means.
Both forms with suru
The full and shortened forms are both possible. The shorter form is especially compact and often fits official writing well.
Keep the actor clear
Normally, the same person or organization pursues the goal and carries out the action that follows. When several participants appear, state their roles clearly; otherwise readers may not know whose purpose the first clause expresses.
Formal versus everyday purpose
ために is the neutral choice for ordinary conversation and general-purpose writing. べく presents a similar deliberate purpose in a more compressed, official, strategic, or elevated style. Replacing the everyday form mechanically can make a simple personal remark sound needlessly grand.
