ではまないWill not be enough to settle the matter

ではまない says that a proposed response, excuse, or consequence is not enough to settle a serious matter. It implies that some further action, responsibility, or more serious consequence is required or likely.

What the pattern evaluates

The material immediately before ではまない names what is not enough. The sentence does not always state the next step, but the context should make it possible to understand what further action or consequence is expected. Here, has the broader sense of a matter being settled or resolved; the construction is not limited to financial payment.

Naming the inadequate response

A noun can name the inadequate response directly, while a verb phrase commonly uses だけ to mean that doing only that much is insufficient.

じゅうだいじょうほうろうえいは、たんとうしゃしゃざいだけではまないかいしゃがいへのしょうさいはつぼうさくしめひつようがある。

A serious data leak cannot be settled with an apology from the person responsible. The company needs to provide compensation for the harm and present measures to prevent a recurrence.

Literally: An apology alone will not settle it.

The apology is explicitly rejected as insufficient, and the next sentence states what more is required.

Simply correcting the figures in the report will not be enough. We also need to investigate how the error occurred.

Rejecting an excuse

Three different views of resolving a matter

ではまない places the inadequate response before the pattern: that response will not settle the matter. ないではまない instead names an action that must ultimately be performed. ないで gives the favorable opposite result: the action can be avoided and the matter can still be resolved.

This misconduct cannot be dealt with merely by disciplining one person. The management system itself needs to be reviewed.
