What the pattern evaluates
The material immediately before では済まない names what is not enough. The sentence does not always state the next step, but the context should make it possible to understand what further action or consequence is expected. Here, 済む has the broader sense of a matter being settled or resolved; the construction is not limited to financial payment.
Naming the inadequate response
A noun can name the inadequate response directly, while a verb phrase commonly uses だけ to mean that doing only that much is insufficient.
重大な情報漏えいは、担当者の謝罪だけでは済まない。会社は被害への補償と再発防止策を示す必要がある。
A serious data leak cannot be settled with an apology from the person responsible. The company needs to provide compensation for the harm and present measures to prevent a recurrence.

Three different views of resolving a matter
では済まない places the inadequate response before the pattern: that response will not settle the matter. ないでは済まない instead names an action that must ultimately be performed. ないで済む gives the favorable opposite result: the action can be avoided and the matter can still be resolved.
