ないではすまないずにはすまないCannot avoid doing; must answer for it

This pattern says that an action or consequence is unavoidable because harm, responsibility, or social expectations leave the matter unsettled otherwise. It is used for serious responses such as apologizing, compensating, explaining, correcting, or facing punishment.

The matter cannot simply be left there

The ending presents the situation as unresolved unless the stated action occurs. The pressure normally comes from outside the speaker: damage has been done, a rule or public expectation demands a response, or the seriousness of the conduct makes a consequence unavoidable. This is therefore stronger and more specific than simply saying that someone has to do something.

An unavoidable response or consequence

The subject may have to take action, or may be unable to avoid a consequence imposed by others.

かいしゃぎわきゃくそんがいあたえたじょうせいしきしゃざいしないではまない

Since the company's mishandling caused the customer harm, it cannot avoid making a formal apology.

The harm to the customer creates an obligation to respond before the issue can be considered settled.

じゅうだいなデータかいざんをりながらほうこくしなかったじょうたんとうしゃせきにんわれずにはまない

Since the person in charge knew of the serious data falsification and failed to report it, they cannot avoid being held responsible.

Choosing between the two variants

ないではまない is somewhat more transparent because it uses the ordinary negative form. ずにはまない fits especially well in compact, careful, or written statements. Both variants carry the same central idea of an unavoidable response or consequence.

Three nearby patterns

ざるをない expresses reluctant necessity more broadly; it does not require the idea that an unresolved matter demands a response. ではまない says that a named response or result is not enough, whereas the target directly names the action or consequence that cannot be avoided. ずにはいられない describes an inner urge that a person cannot suppress, not accountability imposed by circumstances or society.
