には当たらないNot warranted
This construction says that the facts do not justify a particular reaction, judgment, or evaluation. It often means “there is no reason to,” “does not warrant,” or “is not grounds for.”
What it evaluates
The construction evaluates the justification for a response. The speaker first considers the relevant facts, then concludes that surprise, concern, criticism, praise, or another reaction goes further than those facts warrant. It is therefore narrower than a general expression meaning that an action is unnecessary.
Reasoning from the facts
Natural examples usually state or imply the facts that make the reaction unjustified.

AnalyzeSame ending, different meaning

には当たらない formally judges whether a reaction is justified. ほどのことではない more conversationally reassures someone by saying that the underlying matter is not serious enough to make a fuss about.
