ことはない reassures or advises someone that an action is unnecessary in the present situation. It often sounds warmer and more encouraging than a purely factual statement about necessity.
A situational judgment
This pattern does not normally make a timeless claim that an action is never necessary. It responds to a particular situation: the speaker sees no reason to worry, hurry, overreact, or take an excessive step now.
Reassuring someone
明日の会議、失敗したらどうしよう。
What if I mess up at tomorrow's meeting?

You're well prepared, so there's no need to worry so much.

Advice against doing too much
The construction is especially natural when the proposed action would be an overreaction.
Reassurance or a direct statement
ことはない is especially natural when the speaker is responding to someone and advising them not to worry or take an unnecessary step. 必要がない states the absence of necessity more directly and objectively.

There is no need to bring a personal seal for this procedure.
