Noun + をよそに
よそ is "somewhere else": the worry might as well be happening somewhere else.

- What other people feel or say: 心配, 不安, 反対, 批判, 期待. Or what is going on all around: 不況 (a recession), 騒ぎ (a fuss). Then nobody is to blame: things simply go on, untouched.

- Mostly other people.

- News, commentary, novels. It is one to read, not to say: in conversation people say 親が心配しているのに.
