ても差し支えないMay; acceptable without practical problems
This formally states that an action is acceptable because it will cause no hindrance or practical problem. It is especially natural when an organization or professional is evaluating whether a proposed procedure or option is workable.
The practical judgment behind the form
差し支える means to hinder something or cause a difficulty. Its negative form, 差し支えない, therefore says that there is no obstacle. After a verb in the te-form plus も, the whole expression evaluates the proposed action as acceptable under the relevant rules, schedule, procedure, or practical conditions.
A formal permission statement
提出期限内であれば、電子メールで送付しても差し支えない。
Provided it is within the submission deadline, it may be sent by email.
