ってばI said...; I'm telling you!
ってば adds emotional insistence to something the speaker has already said or feels the listener is ignoring, doubting, or resisting. It commonly sounds like “I said...” or “I'm telling you!”
The listener is not getting the message
ってば attaches to the message the speaker wants the listener to accept or act on. The key is not merely strong emotion: there is normally some resistance, doubt, inattention, or repetition behind the remark.

Insisting on a message versus criticizing a topic
After a full assertion, ってば usually demands that the listener heed the message. By contrast, a familiar noun followed by ったら often singles that person or thing out for criticism or affectionate exasperation. The forms overlap in casual speech, so this is a difference in their usual centers, not an absolute split.
兄ったら、また鍵を忘れた。
Honestly, my brother—he forgot his key again.
