ことにはならないDoes not count as; does not mean that
ことにはならない rejects the idea that one fact or action is enough to produce a particular conclusion or status. It often means “that does not mean...” or “that does not count as....”
How the logic works
The sentence presents a premise, then names a tempting conclusion and refuses the step between them. The conclusion might concern success, permission, proof, equality, responsibility, or whether something officially counts as complete.
Rejecting a conclusion
Notice that each example states both the premise and the conclusion that the premise fails to establish.
申請書を提出しただけでは、登録が完了したことにはならない。
Simply submitting the application does not mean that registration is complete.
AnalyzeSubmitting the form is one step, but it does not yet meet the threshold for completed registration.
参加者が全員賛成したからといって、その案が最善だということにはならない。
Just because every participant agreed does not mean that the proposal is the best one.
Analyzeという explicitly frames “the proposal is the best” as the conclusion being rejected.
When the premise is already clear
彼は謝ったよ。
He apologized.
Analyzeでも、それで責任を果たしたことにはならない。
But that does not mean he has fulfilled his responsibility.
AnalyzeThe apology supplies the premise in the previous turn, so no special premise frame is needed in the reply.
Accepting or blocking an implication
ということは draws a conclusion from the available facts: “that means....” By contrast, ことにはならない blocks that conclusion: “that does not mean....”

Meeting someone once does not mean that you know them well.
Analyze会議に出席しても、その提案に賛成したことにはならない。
