How to form it

Noun + を中ちゅう心しんに

を中ちゅう心しんとして and を中ちゅう心しんにして mean the same. として is a little more formal.

Before a noun

Noun + を中ちゅう心しんとした + noun

Also を中ちゅう心しんにした.

Before it: A place (駅えき, 関かん東とう), a group of people (若わか者もの, 女じょ性せい), a leader (監かん督とく) or a topic (予よ算さん).
After it: What spreads, gathers or gets done around that center: 広ひろがる, 集あつまる, 人にん気きがある, 話はなし合あう.
Tone: Neutral. Fine in conversation.
Where you'll meet it: Weather and news (関かん東とうを中ちゅう心しんに), articles about what is popular (若わか者ものを中ちゅう心しんに), and talk about work and study.

With を中ちゅう心しんに, most of it is in or around the one you name. をはじめ names the best-known one and says nothing about where most of it is.
