を中心に presents a person, place, topic, activity, or other item as the main focus around which a group, activity, area, or plan is organized.
How the center works
The center may be a physical location, but it is often an abstract focus such as a person, policy, industry, or field of activity. The rest of the sentence should show what is arranged, happening, or developing around that center.

Center versus representative example
を中心に gives one item a central or organizing role. By contrast, をはじめ introduces a representative first example and then expands to a wider set; that first example does not have to organize the others.
