をめぐって places an issue, right, prize, decision, or similar matter at the center of debate, conflict, competition, negotiation, or investigation involving multiple parties.
The central idea
The noun before をめぐって is not merely a topic. It is the focal matter around which different people, groups, views, or competitors act. Natural focal nouns include territory, rights, policies, elections, proposals, championships, and controversial events.

The construction is therefore stronger and more specific than a neutral expression meaning simply “about.”
A contested issue or a simple topic?
をめぐって presents something as the center of activity involving multiple parties or viewpoints. By contrast, に関する can simply identify the subject of one person's research, question, or description.
再開発計画をめぐって、住民団体と事業者が協議を続けている。
The residents' association and the developer are continuing negotiations over the redevelopment plan.
