How to form it

Noun + にかけては + praise

A quality becomes a noun with さ: 速はやい → 速はやさにかけては, for speed.

Before it: A skill, a field or a strong point: 料りょう理り, 記き憶おく力りょく (memory), 魚さかなの鮮せん度ど (how fresh the fish is), 足あしの速はやさ (running speed).
After it: A claim to be the best: 誰だれにも負まけない (second to none), 一いち番ばんだ, 右みぎに出でる者ものがいない (unrivalled), 自じ信しんがある (I'm confident).
Said about: People, shops and products you are praising. Yourself too, as a proud claim.
Where you'll meet it: Conversation, reviews, advertisements, speeches introducing someone, job interviews.

In use

彼かの女じょは古ふるい映えい画がの知ち識しきにかけては右みぎに出でる者ものがいない。

Nobody comes close to her for knowledge of old films.

It leads to praise

English "when it comes to" can lead anywhere. にかけては leads to how good someone is; anything else takes は or については.

数すう学がくについては、田た中なか先せん生せいに聞きいてください。

For math, please ask Mr. Tanaka.

What you talk, think, write or ask about.

数すう学がくにかけては、田た中なか先せん生せいが一いち番ばんです。

When it comes to math, Mr. Tanaka is the best.

A plain fact: 数すう学がくは来らい週しゅうテストがあります.

The field is nearly always a strength. For a weak point people just say 料りょう理りは苦にが手てです.

Looks the same and means something else: a rough stretch of time or space, "from … through to".
