てはいられない・ てばかりはいられないCannot keep doing; cannot spend all one's time doing
てはいられない says that urgency, duty, limited time, or changing circumstances make it impossible to continue the current activity or state. The longer form with ばかり means that someone cannot keep doing only that when something else now requires attention.
Leaving the current activity behind
The construction looks back at an activity or state that is already continuing, then says circumstances no longer permit that continuation. It is therefore especially natural when the context gives a deadline, danger, responsibility, or necessary next step.

Notice how each example first establishes the pressure and then rejects continued delay or inaction.
What the longer form adds
てはいられない rejects continuing an activity or state. Adding ばかり highlights that the person has been occupied with that activity alone or to an excessive degree. The implied message is often: it is time to turn to something more necessary.
