上でAfter doing; having done
Use 上で to say that one action is completed before another proceeds. The first action is often a meaningful check, consideration, preparation, or requirement rather than merely an earlier event.
A completed basis for the next action
The action before 上で is treated as the basis on which the following action proceeds. Common first actions include checking, consulting, investigating, comparing, understanding, and obtaining consent. Depending on context, the first action may be a strict requirement or simply a deliberate step taken before deciding what to do.
A personal decision after consideration
私は家族と話し合った上で、留学することを決めました。
After discussing it with my family, I decided to study abroad.

Instructions and procedures
In formal requests, the compact noun pattern is especially common. The person completing the first action and the person completing the second action can also be different when the wording makes the procedure clear.
Completed sequence versus setting and ordinary sequence
た上で means that A has been completed and provides the basis for B. By contrast, a nonpast verb with 上で introduces a requirement or consideration involved in doing something. For an ordinary conversational “first A, then B” sequence without this considered or procedural weight, てから is usually more natural.
この制度を利用する上で、本人確認が必要です。
Identity verification is required when using this system.
