ことはAdmittedly, but

This pattern acknowledges that a description is true to some extent, then adds a limitation, drawback, or reservation. Repeating the same verb or adjective gives the sense of “it is true that..., but...”

How the concession works

The first occurrence presents the point under consideration, and the second confirms it. The following clause then explains why that confirmation is incomplete or not enough. The tone is often more measured than a blunt contradiction: the speaker gives the other side some credit before stating the problem.

Three basic shapes

The same central verb or adjective appears on both sides of ことは, and each sentence ends with a clear reservation.

そのみせにはくことはくけどものはしないとおもう。

I will go to that store, but I do not think I will buy anything.

This room is spacious, admittedly, but the rent is far too high.

The second form carries the real statement

The repeated part is not locked into the nonpast plain form. Use the second occurrence to show the tense or politeness that the actual statement needs. This makes combinations such as ることは and むことはみました natural.

I did watch the movie, but I fell asleep several times during it.

How nearby patterns differ

A basic clause followed by or けど simply contrasts two statements; it does not deliberately repeat and concede one exact description. By contrast, ないことはない gives partial affirmation through double negation, roughly “it is not that...not,” and does not require a repeated positive verb followed by a reservation.
