において・
において formally identifies the place, time, field, event, organization, or broader setting in which something occurs or is true. Use における when that setting directly modifies a following noun.
What it frames
The noun before the expression supplies the setting for the whole statement. Depending on that noun, the natural English translation may use “at,” “in,” “within,” “during,” or “in the field of.” The important point is not the English preposition but that the setting matters to the claim being made.

These are characteristic formal settings for the construction.
Using the form before a noun
When the setting describes a following noun, use における. For example, the following noun might mean a role, problem, change, rule, or practice within the stated field or institution.
本学における研究倫理の基準を改定した。
The research ethics standards at this university were revised.
AnalyzeChoosing the right setting expression
For an ordinary conversational location, で is normally more natural. The target expression deliberately gives the place or domain a formal frame. By contrast, にあって is more marked and often draws attention to conduct or circumstances in an exceptional situation.
非常時にあって、職員は冷静に対応した。
Even under emergency conditions, the staff responded calmly.
