と同時に presents two events as happening together, or says that one event begins immediately as another occurs.
Two closely related uses
と同時に can describe genuine overlap, such as two systems operating or changing together. It can also mark a boundary: the moment the first event occurs, the second begins. The second use often translates naturally as “as soon as” or “the moment,” even though the Japanese form itself emphasizes close timing rather than surprise.
Simultaneous events and immediate transitions
The surrounding context tells you whether the events overlap or whether the second begins at the first event's boundary.
新しいシステムを稼働させると同時に、旧システムを停止した。
The old system was shut down at the same time as the new system was put into operation.

Choosing among similar time expressions
たとたん highlights a completed trigger followed by a sudden, often unexpected or uncontrollable result. ながら normally describes two overlapping actions by the same person, with one action serving as the background. 一方で places two aspects or developments side by side but does not itself claim that they happen simultaneously. By contrast, と同時に can neutrally coordinate different subjects and directly presents the timing as simultaneous or immediate.
