These negative-looking endings ask the listener to agree, press a point, or present something as a realization. They often advance a positive claim rather than literally denying what comes before them.

What the ending does

The speaker treats the preceding idea as something the listener should recognize or seriously consider. A rising ending usually sounds like “don’t you think?” A falling ending more strongly asserts “surely that is so” or “you can see that this is so.”

A stronger assertion

A polite but pointed question

このにっていでは、さんむずかしいかたおおのではありませんか

Interactional claim versus literal negation

In the construction taught here, the negative-looking ending often supports the preceding claim. By contrast, ordinary じゃない can directly mean that a noun or na-adjective description is false.

なかさんはがくせいじゃない

Tanaka isn't a student.
