実施 (jisshi) is the general term for carrying out plans, surveys, events. 実行 (jikkō) emphasizes the action of executing a plan or decision. 実装 (jissō) is specifically for technical implementations like software or hardware features. Use 実施 for most non-technical contexts, 実装 for coding/engineering, and 実行 when you want to stress the 'doing' aspect.
The English word 'implementation' is often used broadly. In Japanese, you must choose the appropriate term based on context. Using 実施 for software implementation sounds unnatural; use 実装 instead. Conversely, 実装 for a policy sounds odd.
