The English phrase 'spring up' often cannot be directly translated as a single Japanese verb. Choose the verb based on what is springing up: plants (生える), liquids/emotions (湧き出る), problems (生じる), etc.
現れる is for physical appearance or concrete things showing up, while 生じる is for abstract things like problems, opportunities, or phenomena arising. 生じる is more formal and often used in writing.
街のあちこちに新しいカフェができている。
New cafes are springing up all over the city.
Uses できる (to be built/created) which is natural for establishments appearing.
Used for liquids, light, or abstract things like emotions that gush forth or well up suddenly.
