遷 centers on movement from one place or state to another: transitioning, moving, or changing location or condition.
遷 combines 辶 (movement) with a phonetic element historically derived from 䙴, which contributed the sound and the idea of shifting or relocating. The modern right side is a simplification of that older form.
The movement radical 辶 wraps around a shape that looks like a big 大 person moving a heavy 西 basket with a coiled 巳 snake inside. Picture someone relocating a basket with a snake, transitioning to a new place.
For セン, imagine a centipede (セン) moving its many legs in a smooth transition across the floor: cent -> セン, and the movement radical 辶 shows it transitioning.
