繰り入れ means transferring funds into a reserve or provision, whereas 戻入 means reversing that provision back out of it.
繰り入れ and 繰り越し share the 繰り prefix and both relate to moving money, but 繰り入れ means transferring funds into an account while 繰り越し means carrying a balance forward to the next period.
