きらいがあるCriticized tendency
きらいがある formally points out that a person, group, line of reasoning, or institution has an undesirable recurring tendency. It presents measured criticism, not a neutral observation.
Meaning and force
The speaker or writer has noticed repeated conduct and judges it negatively. The tone is controlled and analytical, but the criticism is built into the expression: it often suggests bias, overconfidence, avoidance, oversimplification, or neglect.
この委員会は、反対意見を十分に検討せず、結論を急ぐきらいがある。
This committee has a regrettable tendency to rush to conclusions without adequately considering opposing views.

Suitable subjects
Use this with an identifiable subject capable of repeated conduct or bias: a person, committee, company, profession, policy, system, or line of reasoning. It is less suitable for reporting an abstract statistical trend, especially when no criticism is intended.

Choosing among tendency expressions
傾向がある is the neutral analytical choice for positive, negative, or value-free trends. がち is a compact way to describe something that happens often and is usually undesirable, but it does not deliver the same formal, pointed criticism. Use きらいがある when the writer is deliberately identifying a fault or bias.
