傾向がある analytically describes a recurring pattern or a direction of change seen in a person, group, phenomenon, or set of data. It can report neutral, positive, or negative trends.
What kind of claim it makes
The noun 傾向 refers to a pattern or direction found across repeated observations. The construction therefore presents an analytical generalization: it does not merely say what happened once, but what commonly happens or how something tends to change.

Choosing among tendency expressions
Use 傾向がある for an analytical generalization based on observations. がち is more compact and often describes an undesirable recurring behavior or state. 気味 usually points to a mild condition currently noticeable rather than a broad trend. きらいがある makes a distinctly critical judgment about an undesirable bias in a person or institution.
