てかなわない complains that an unwanted state or recurring effect is causing more trouble or discomfort than the experiencer can bear.
What the pattern emphasizes
The focus is not merely that something is intense. The speaker presents its effect as an intolerable nuisance: heat, noise, delays, physical discomfort, repeated interruptions, or someone else's bothersome behavior. The experiencer is often omitted when the context makes it obvious.

The verb or adjective before the pattern normally describes a state or effect that happens to the experiencer. A deliberate action by that same person is usually a poor fit. For example, repeated delays, being unable to concentrate, or becoming sleepy from medicine fit naturally because they are not presented as choices.

てたまらない centers on the overwhelming intensity of a sensation, emotion, or desire, while てかなわない foregrounds the troublesome impact and sounds more like a complaint. てしかたがない is broader and can express strong feelings without the same nuisance-focused force. For an explicit conditional or prospective complaint, study てはかなわない. Natural usage overlaps, however, so the presence or absence of は is not an absolute boundary.
