This compact respectful pattern describes a respected person's present state, ongoing activity, or imminent action. It is especially common in polite questions, service encounters, and brief descriptions.
Who receives the respect
The person doing the action or experiencing the state is the respected person. That person may be stated directly or understood from the situation, as when a shop employee asks a customer what they are looking for.
States, activities, and scheduled actions
The surrounding context determines whether the compact expression describes a state, an activity in progress, or an action expected soon.
先生は本日お休みです。
The teacher is off today.

お・ご～です is compact and restricted to conventional combinations. お・ご～になる is the fuller, more broadly productive way to describe a respected person's action.
