図 is a broad term that can cover diagrams, figures, and illustrations. グラフ specifically refers to graphs and charts that represent numerical data. In academic papers, 図 is often used as a label for all types of figures, including graphs.
While ダイアグラム exists, it is not as natural as 図 in most contexts. Use 図 for general diagrams unless you need a specific technical term.
