埋め込む is the most general for implanting devices. 移植する is specifically for biological tissue/organ transplants. 挿入する simply means 'insert' and is used for IUDs, catheters, etc., but not necessarily permanent implantation.
Do not use インプラントする for figurative 'implant an idea'. Use 植え付ける or 刷り込む instead.
