揺 centers on rhythmic or unsteady back-and-forth motion: swinging, shaking, swaying, rocking, trembling, or vibrating. All meanings share the idea of something moving repeatedly from a stable position.
揺 is the modern simplified form of 搖. The older form combines 扌 (hand) with 䍃, which likely contributed the sound and the idea of shaking or moving something by hand. The modern right side is a simplification of 䍃.
