摂 centers on acting in place of or on behalf of something else: doing something vicariously, serving as a surrogate, or taking something in and absorbing it as a substitute or supplement.
摂 is the modern simplified form of 攝. The older form combines 扌 (hand) with 聶, which likely contributed the sound and the idea of grasping or taking in. The modern simplification replaces the complex lower part with a simpler shape.
A hand 扌 reaches up to an ear 耳, as if taking in sounds or acting as a surrogate listener. The lower part suggests absorbing what is heard.
For セツ, imagine a hand taking in a set of sounds through the ear: set -> セツ, and the ear absorbs the set of sounds vicariously.
