涙 is the modern simplified form of 淚. The older form combines 氵 (water) with 戾, which likely contributed the sound and the idea of something flowing or returning. The modern right side 戻 is a simplified shape.
Water 氵 beside 戻, which looks like a door 戸 with something large 大 inside. Picture tears streaming down a face as someone returns home through the door, overcome with emotion.
For ルイ, imagine tears flowing like a river (ルイ sounds like 'rui' in 'ruin'): the ruin of one's composure brings tears.
