Often used in the passive, describing someone being surrounded by flatterers, hangers-on, or people trying to gain favor. The image still comes from people clustering around someone.
大臣はおべっかを使う連中に取り巻かれていた。
The minister was surrounded by people who flattered him.
彼を取り巻く人たちは、いつも彼の機嫌を取っていた。
The people who clustered around him were always trying to keep him pleased.
