To hang or hook something onto a projection, or to casually throw on clothes. Often used with a location marked by に.
コートをハンガーに引っ掛ける。
I hang my coat on a hanger.
彼はジャケットを肩に引っ掛けて出かけた。
He threw his jacket over his shoulder and went out.

Colloquial; to avoid paying a bill, especially at a restaurant or bar. Often used in the phrase 食い逃げをする or 飲み代を引っ掛ける.
