を踏まえて introduces facts, results, experience, feedback, or previous discussion that inform a later judgment or action. It implies not just knowing that information, but responding to what it shows.
The information must affect what follows
The noun usually names something already observed, discussed, or learned. The following conclusion, revision, proposal, or next step should be visibly responsive to that information. Common inputs include survey results, current circumstances, previous mistakes, criticism, discussion, and experience.

を踏まえて presents information that influences a later response. By contrast, をもとに presents material from which a work, explanation, or model is created.

AnalyzeHere the records supply material for creating the documentary, rather than feedback whose implications guide a response.
Looking back or assuming in advance?
を踏まえて normally looks back to relevant facts, results, or experience. を前提に instead treats something as an assumption or required condition when planning.
来場者が千人を超えることを前提に、警備計画を立てた。
