Something is taken as given, and what follows is built on it: a plan that assumes the budget will pass, a couple going out with marriage as the understood goal.

私わたしたちは結けっ婚こんを前ぜん提ていに交こう際さいしています。

We are seeing each other with a view to marriage.

来らい年ねん度ども予よ算さんが確かく保ほされることを前ぜん提ていに、三さん年ねん間かんの計けい画かくを立たてた。

How to form it

Noun + を前ぜん提ていに（して）／を前ぜん提ていとして

A clause takes こと: 予よ算さんが出でることを前ぜん提ていに. を前ぜん提ていとして is the more formal.

Before a noun

Noun + を前ぜん提ていとした／を前ぜん提ていにした + noun

At the end of a sentence, を前ぜん提ていとしている.

Before it: What is taken as given: 結けっ婚こん, 長ちょう期き契けい約やく, 予よ算さんの成せい立りつ, 全ぜん員いんの参さん加か.
In English: "Assuming", "on condition that" or "with a view to".
Where you'll meet it: Planning, business, contracts, news. Said in meetings as readily as written.
In conversation: Often the noun alone: 全ぜん員いんが来くるという前ぜん提ていで話はなしを進すすめよう, let's assume everyone is coming and go ahead.

We redid the budget on the assumption that prices will rise next year.

The budget assumes the rise, whether or not it is certain.

You judge something against a law, a standard or a precedent.

を踏ふまえてN1

You take what is known or was said into account and go on from there.

会かい議ぎで出でた懸け念ねんを踏ふまえて、公こう開かい日びを延えん期きした。

In view of the concerns raised at the meeting, the release date was put back.
