This construction presents an evidence-based judgment and then gives the conclusion, response, or action based on that judgment. It is especially common in news reports, investigations, analysis, and institutional writing.
A working judgment that guides what follows
The first part states the assessment reached from evidence; the second part shows what someone concludes or does on that basis. The person or institution making the judgment is therefore often stated explicitly.
警察は防犯カメラの映像から、犯人は駅に向かったとみて、周辺の聞き込みを進めている。
Based on security-camera footage, the police believe that the suspect headed toward the station and are continuing their inquiries in the surrounding area.
AnalyzeThe footage supports the police's judgment, and that judgment determines where they investigate.
Classifying something
A common pattern classifies an object as a cause, type, risk, or other category. In this use, the object is marked by を, followed by the classification and とみて.
専門家はこの亀裂を経年劣化によるものとみて、早急な補修を勧めている。
The expert regards this crack as the result of deterioration over time and recommends prompt repairs.
AnalyzeThe crack is classified as age-related deterioration, and the recommendation follows from that diagnosis.
The conditional form
とみると makes adoption of the judgment the condition for the consequence that follows. Because direct evidence for this variant is narrower, reserve it for explicit analytical sequences where the consequence is unmistakable.
裁判所がこの供述を信用できないとみると、他の証拠だけで事実を認定する必要が生じる。
If the court judges this testimony unreliable, it will become necessary to establish the facts using the other evidence alone.
AnalyzeThe need to rely on other evidence follows specifically from the court's possible judgment.
Judgment, viewpoint, evidence, and appearance
から見ると identifies the viewpoint from which something appears a certain way; it does not necessarily lead to a later action. からして points to evidence or grounds, while とみて states the judgment reached from those grounds. とみえる presents something as an apparent inference, whereas the target construction can attribute a deliberate working judgment to an investigator, expert, organization, or other actor.
