These forms present an accepted fact, decision, or changed situation as a reason for a firm commitment, duty, demand, or necessary conclusion. The emphasis is not simply on why something happened, but on what must now be done or concluded.

From premise to commitment
In each example, the first clause creates a reason for the speaker's stance or for the necessary conclusion that follows.
この仕事を引き受けたからには、最後まで責任を持ってやり遂げます。
Since I have taken on this job, I will see it through responsibly to the end.
Analyzeからには naturally supports the speaker's firm personal resolve.
公的な資金を使う以上、その使途は公開されなければならない。
Given that public funds are being used, how they are used must be disclosed.
AnalyzeThis is an impersonal conclusion derived from an established premise, a typical use of 以上.
社長に就任した上は、会社の将来に責任を負う覚悟だ。
Now that I have assumed the presidency, I am prepared to take responsibility for the company's future.

What belongs in the main clause
The main clause normally expresses something appropriate to the premise: a decision, duty, request, prohibition, advice, or warranted judgment. It may be positive or negative; what matters is that it sounds like a meaningful response to the situation.
