お・ご~ねが makes a highly formal request for the listener or addressed public to perform an action. It is especially common in institutional notices, announcements, and business writing.

Who performs the action?

The requested action is performed by the person or public being addressed, not by the speaker. The construction presents the request directly but respectfully, often as an official instruction rather than a personal favor.

The two main formations

Use the first pattern with a conventional native-verb stem and the second with a conventional Sino-Japanese verbal noun.

かいじょうないではけいたいでんのご使ようひかねがいます

Please refrain from using mobile phones inside the venue.

Why it sounds institutional

This pattern is well suited to messages issued by an organization to customers, visitors, applicants, or staff. It can be spoken in a formal announcement, but it is not a general-purpose replacement for an ordinary polite request.
