はもとよりNot to mention; as well as
はもとより presents A as an obvious or already accepted baseline, then formally adds B: “A goes without saying, and B as well.”
Choosing the baseline
The key decision is what to place before はもとより. A should be something the reader can readily accept; B then broadens the statement to a less immediately expected group, place, feature, or area. Both affirmative and negative statements are possible.
The baseline and the broader addition
Notice that B is marked with も, either alone or as part of another particle combination.

AnalyzeThe negative statement applies first to the obvious affected area and then expands to nearby cities.
Choosing among addition patterns
はもとより is formal and presents A as something that goes without saying. はもちろん normally expresses the same basic relationship in neutral everyday language. のみならず is also formal, but it simply adds B and does not place the same emphasis on A being self-evident.
