浸 centers on liquid penetrating or covering something: soaking, dipping, or wetting thoroughly. The idea extends naturally to being immersed or steeped in a liquid.
浸 combines 氵 (water) with a phonetic component that historically carried the sound シン and the idea of gradual advance or penetration. The modern right side is a simplified form whose exact origin is uncertain.
Water 氵 on the left soaks into the right side, like liquid seeping into a porous object. Picture a sponge being dipped into water until it is completely wet.
For シン, imagine a thin layer of water slowly soaking into a cloth: thin -> シン, and the water spreads until everything is moist.
